Town of Webb readies for 2015 at annual organizational meeting

The Town of Webb Board held its 2015 Organizational Meeting on Monday, January 5, where it made appointments to guide its operation for the upcoming year.

Community Bank and Adirondack Bank—the Old Forge branches—have been designated as official depositories for the Town of Webb. 

The Supervisor was authorized by the Town Board to open Municipal Savings, Day of Deposit / Day of Withdrawal and Money Market Accounts and obtain Certificates of Deposit at the highest interest rate available.

The Supervisor may not use any other investment media without the consent of the Town Board.

Additionally, the Tax Collector is authorized to open a day-to-day municipal savings account.

The Weekly Adirondack newspaper was designated as the Town of Webb’s Publication for Legal Advertising for 2015.

Appointed as full-time Town of Webb Police Officers were Kevin Birtle, Trevor Tormey, Aaron Silverman, and Cody Leubbert.

Anthony Sege was appointed as a part-time Police Officer for 2015.

Department Heads were designated.

Maurice Hudon will head the DPW. Timothy Pylman will head the Snowmobile Trail Maintenance department.

Steve Uzdavinis will head McCauley Mountain.

Andy Getty will be the Code Enforcement Officer.

Michael Farmer will be the Publicity Director.

John Mitchell will be the Chief Operator of the Wastewater Treatment Plant.

Ronald Johnston will be the Chief of Police effective January 12, 2015.

Jason Villiere will oversee Bti application for the town.

Upon the advice and consent of the Town Justices, the Town Board appointed Therà Levi as part-time Court Clerk to Justice Venetz.

Amber LaFountain will serve as part-time Court Clerk to Justice Graham.

Town of Inlet’s Chief Andrew Kalil and its Police Officers are appointed Police Officers for the Town of Webb, according to the Reciprocating Agreement between the two towns.

Mileage reimbursement will be 45¢ per mile for 2015. This rate is subject to change at the discretion of the Town Board.

The Employee Wage Schedule will be as follows in 2015.

The New York State minimum wage is $8.75 per hour, having taken effect on December 31, 2014.

Ski Area Attendant will receive $12.43 to $19.56 per hour.

Trail Groomers will receive $12.43 to $16.50 per hour.

Laborer will receive minimum wage to $14.19 per hour.

Office Help will receive minimum wage to $14.91 per hour.

CSEA Wage Schedule and Police Officers will be paid according to their Union Contracts.

The limit for purchases of goods or services to be made without board approval is $1,000 for all departments and special districts.

Exceptions for Emergency spending in excess of $1,000 may be authorized with the approval of the Supervisor.

All purchases of clothing and uniforms (i.e. T-shirts, sweatshirts, jackets, hats, etc.), that bear reference to the Town of Webb and/or enterprises associated with the TOW, and will be purchased with town funds for the use of and distribution to town employees require pre-approval by the town board.

The only exception to the policy is the purchase of police uniforms.

The Board said it intends to arrange a meeting with the department heads to highlight the purchasing rules of the Town of Webb and other operational aspects worth noting.

Legal Holidays recognized for Webb full-time employees are New Year’s Day, Presidents Day (PBA only), Memorial Day, Fourth of July, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, The Day After Thanksgiving Day (all except PBA), and Christmas Day.

Full-time employees of the Town of Webb are eligible for Vacation and Sick Leave as follows.

First year, following 6 months of employment: 5 days vacation, 6 sick days.

Second through seventh year: 10 days of vacation and 12 days of sick leave.

Eight through 14th year: 15 days of vacation and 12 days of sick leave.

Beginning with 15th year: 20 days of vacation and 12 days of sick leave.

Vacation and sick leave may not be taken in conjunction with each other. Vacation and sick leave are accrued beginning on the date of appointment to full-time employment. Vacation leave must be used within the benefit year in which it was accrued.

This vacation and sick leave schedule excludes employees who are part of a collective bargaining unit. Members of the CSEA and PBA should refer to their respective collective bargaining agreements that are in effect.

Hospitalization/Health Insurance: All permanent full-time and elected officials are eligible following a one-month waiting period and are subject to co-pay resolutions adopted by the Town Board.

All eligible salaried employees and elected officials will pay 10 percent of the cost of hospitalization coverage provided.

All eligible hourly employees will pay seven percent of the cost of hospitalization provided.

PBA and CSEA members should refer to their individual collective bargaining agreements for their employee contribution amount.

The board indicated a desire to increase the health insurance contribution of hourly employees by one percent per year until that contribution reaches ten percent.

A formal resolution to enact this change is being withheld until the Board’s monthly meeting on Tuesday, January 13. More discussion is expected.

The town’s employee buy-out policy is expected to be revisited as well.

“I think we need to take a closer look and the crunch numbers [involved]. But I think it’s something we need to do,” Supervisor Ted Riehle said.

“[We’re] considering this change due to the double-digit increases we’ve been seeing year after year after year. A lot of other municipalities are getting into line also, with a larger percentage requirements [from employees].”

Peg Masters was designated as Historian for the Town of Webb for 2015.

Planning Board meeting nights will be the first and third Tuesday of every month at 7 p.m. The Zoning Board of Appeals (ZBA) will meet the fourth Tuesday of every month at 7 p.m.

Planning Board members may be absent from no more than five meetings per year. ZBA members may be absent from no more than three meetings per year.

Mary Denn was appointed as an alternate member to the Zoning Board of Appeals, a two-year term.

Marcia Barker was reappointed as Chairperson of the Planning Board for a term to expire on December 31, 2021.

The Town of Webb will pay membership dues for 2015 to the Association of Towns ($1,200) and the Adirondack Association of Towns and Villages ($600).

The town entered into a retainer agreement with Frye and Carbone for necessary legal services in 2015. All rates with the firm are to remain the same as 2014.

Town Board members were appointed to Town Supervisor committees for 2015.

Serving on the McCauley Mountain Committee will be Councilwoman Kate Russell and Councilman J.B. Herron.

The Publicity Committee will consist of Councilwoman Russell and Councilwoman Mary Brophy Moore.

On the Department of Public Works and Wastewater Treatment Plant Committee will be Councilman Mike Ross and Councilman Herron.

Serving on the Parks and Rec. Committee will be Council-women Moore and Russell.

Councilpersons Ross and Moore will be on the Highway Committee.

The Snowmobile Trails Committee will consist of Councilmen Herron and Ross.

The Assessing, Zoning and Code Enforcement Committee will consist of Councilpersons Ross and Moore.

Serving on the Justice Court Committee will be Council-persons Herron and Russell.

“These committee appointments are intended to facilitate communication between the departments identified and the Town Board,” Supervisor Riehle said.

The Town of Webb’s Fire Inspectors for 2015 will be Code Enforcement Officer Andy Getty and Assistant Code Enforcement Officer Steve Baker.

Chief Charles Bogardus, of the Old Forge Fire Department, will serve as Deputy Fire Inspector.

Supervisor Ted Riehle will serve as the town’s Police Commissioner.

Registrar of Vital Statistics will be Nanci Russell.

Public Access Officer will be Nanci Russell.

Senior Council member Mike Ross will serve as Deputy Supervisor in 2015.

Ann Croneiser will serve as the Supervisor’s Assistant.

MaryAnn Lum Nelson will act as Deputy Town Clerk.
