Letter to the editor concerning the Forestport Town Supervisor Parker Snead harassing people and the botched cover up

Two written complaints about Supervisor Parker Snead have been submitted to the Town of Forestport, one from a town employee, a second from a resident/business owner. Copies of each are available from the Town Clerk.

Another claim against the Town of Forestport involves Snead’s alleged behavior and actions.

One can foil copies of the claim and complaint letters from the Town Clerk.

An additional lawsuit alleging harassment by Parker Snead was filed with the Supreme Court of the State Of New York.

The plaintiff is suing the Town of Forestport and Parker Snead personally for a combined $1.5 million. Additional defendants are named and damages sought.

Parker was charged with disorderly conduct by the New York State Police. The civil suit originally sought a relatively small amount of compensation [$25,000].

However, subsequent statements by Parker Snead in an open Town Board meeting caused the plaintiff to increase the damages sought by $975,000.

Now I ask you this, are these the types of changes we should feel good about as Forestport residents? Is this the type of behavior that we should expect from a Town Supervisor? Can all this be a plot against him as he stated in his editorial on 11/13/2014?

In an email to me, Parker Snead said he will not step down. It is thought that the Town Board does not have the power to remove Parker Snead from the position of supervisor.

However since Parker Snead as supervisor is involved in a mountain of litigation, I think the town board should at least draft a letter asking for his resignation.

The Town Board’s lack of action makes it appear that they condone his actions. You can say he is innocent until proven guilty and I agree with that 100 percent.

However, in my opinion Parker Snead is guilty of unprofessional behavior by initiating the conversation about the lawsuits several times at the February Town Board meeting after been advised against it by the town’s insurance company, a Town Board member, and several residents.

In my opinion, if Parker can’t run a meeting without causing catastrophic harm to the town because he lacks self-control and professionalism, the board should ask for his resignation and Parker Snead should step down.

I have started the paperwork to take this mater to the New York Supreme Court for their review and to see if he can be removed from office.

This leads to another issue where Board member Joanne Kwasniewski/Ritter seems more concerned about factual information being brought to the attention of the residents than correcting the real problem. You be the judge. Here is the actual wording of Joanne’s email to me dated 3/5/2015.

“Hi Dave, I hope you do not put any harmful letters in the paper. Let’s all move forward, keep the communication lines open and let everyone do the jobs to the best of their ability. Everyone has been damaged by this constant controversy. Thanks, Joanne”

Joanne has continually supported Parker and after the February board meeting Joanne stated to me that Parker has done nothing wrong and I’m the only person pushing the issue.

Obviously, there is a communication problem. Does Joanne not know why Parker was charged by the State Police? Does Joanne not know what the mountain of litigation against the town means.

Again this was after Parker was arrested and other lawsuits were filed. It appears that she is involved in a hopeless cover up.

Now remember, Joanne Kwasniewski/Ritter is the board member that made a request to Parker during the Town Board meeting to not let me speak at the meetings.

She did this as I was pointing out questionable actions, for example: the Ritter Lawn Care fiasco, other unprofessional behavior like putting Town owned property on Parker Snead’s private property only to have it mysteriously disappear, and Parker Snead giving away the Town owned lawnmower (purchased by the tax payers) to a town employee.

Joanne has now shown even more that she continually attempts to keep the controversial actions by herself and Parker Snead out of the public eye.

Parker Snead made her the Deputy Supervisor and it’s perfectly clear to me why; they both seem to want to keep things “under the Radar” as Parker Snead has stated in an email.

That’s ironic since transparency is what they both promised during their campaigns.

All of this litigation will cost the Forestport Town taxpayers. Now I ask you Parker Snead, how much funding did you put in the budget and future budgets to pay for all of your out-of-control moments?

As I see it your budget is incomplete and misrepresented and you will have cost the Town thousands for years to come. Please resign and stop the embarrassment.

Please resign and stop moving the town toward bankruptcy. You are probably preoccupied with concern for your health and your treatments. You seem to have lost control of yourself and the Town.
