Webb Town Board organizes for 2011 at January 4th meeting

The Town of Webb board got set up for its municipal operations in 2011 at its annual year-opening organizational meeting, which was held on Tuesday, January 4, in Old Forge.

The four board members attending were Supervisor Robert Moore, and Councilmen Mike Ross, Richard Risley, and JB Herron.

Councilwoman Kate Russell was unable to attend having just welcomed her first baby, Christina Marie, along with her husband Christopher.

At this meeting the following department heads were appointed for the Town of Webb.

John Russell, Chief of Police; Laura Cooper, Supervisory Nurse at Webb Professional Offices; Maurice Hudon, Department of Public Works; Timothy Pylman, Snowmobile Trail Maintenance Foreman; Stephen Uzdavinis, Manager of McCauley Mountain; Andy Getty, Code Enforcement Officer; Theodore Riehle, Operator of the Secondary Treatment Plant; Mike Farmer, Publicity Director; and Jean Murdock, Head of the Assessing Department.

Supervisor Moore thanked Jean for consistently making herself available to the board and public at town meetings.

Police officers appointed were Kevin Birtle, Daryl Ortlieb, Trevor Tormey, and Katherine Dillon.

Part-time officers are Russell Brombacher, Lou Pardee, and Anthony Sege.

Also appointed to serve the Town of Webb through reciprocal agreement were Inlet Police Chief Andrew Kalil, and all other Town of Inlet officers.

Councilman Risley suggested that the Towns of Inlet and Webb revisit their police agreement to see if it remains sufficient, having been drafted over five years ago.

The board agreed and voted to have the document reviewed by the towns’ two supervisors and two police chiefs.

Dr. Mark Webster was appointed Town of Webb Health Officer.

Appointed to serve in an advisory capacity as members of the Professional Offices Board of Directors were Supervisor Moore and Councilman Ross as Town of Webb representatives; Hazel Dellavia representing the Health Center Fund; Town Supervisor Clark Seaman of Long Lake; and Inlet Supervisor John Frey.

The Weekly Adirondack was designated as the town’s publication for legal advertising in 2011.

Depositories are the Old Forge branches of Community Bank and Adirondack Bank, with Supervisor Moore being authorized to open municipal savings, day of deposit, day of withdrawal money market accounts, and also to obtain certificates of deposit at the highest interest rates available.

The law firm of Frye and Carbone was designated as the town’s regular legal counsel.

Fire Inspectors are Andy Getty, Steve Baker and Charlie Bogardus.

Town mileage reimbursement was set at 45¢ per mile, six cents below the IRS and Herkimer County rates of 51¢.

The state has changed the procurement policy for municipalities to allow an estimated purchase contract up to $20,000 before competitive bidding becomes necessary. The previous ceiling was $9,999.

For public works contracts the amount went from $19,999 to $35,000.

Supervisor Moore surmised that the previous competitive bid trigger had become, in the state’s eyes, unduly onerous when trying to start smaller projects.

For departments, the board agreed to set a purchase limit of $1,000, beyond which board approval would be necessary.

Emergency spending beyond $1,000 could be approved with just the approval of the town supervisor.

Clothing purchases of any dollar amount require board approval.

Reappointed to the Planning Board at the expiration of his term was Reed Proper.

Scott Liddle was reappointed to the Town of Webb Zoning Board of Appeals.

Peg Masters was again designated Town Historian.

Deputy Supervisor is Arthur Eyre and Deputy Town Clerk is MaryAnn Nelson.
