The Town of Webb Board considered and adopted resolutions needed to conduct town business in 2016 at an Organizational Meeting held on Monday, January 4 in Old Forge.
Regular Town Board meetings were designated to be held on the second Tuesday of each month.
Depositories will be the Old Forge branches of Community Bank and Adirondack Bank.
The Town of Webb, which alternates its newspaper yearly, designated the Adirondack Express for legal advertising in 2016.
Appointed as full-time police officers were Kevin Birtle, Trevor Tormey, Anthony Capristo and Cody Leubbert.
Part-time police officers are Edward McIlroy, Lou Pardi, John Harrington and Andrew Kalil.
Appointed as Department Heads were Maurice Hudon, Department of Public Works; Timothy Pylman, Snowmobile Trail Maintenance; Steve Uzdavinis, McCauley Mountain; Andy Getty, Code Enforcement Officer; Michael Farmer, Publicity Director; John Mitchell, Chief Operator at Wastewater Treatment Plant; Ronald Johnston, Chief of Police; and Jason Villiere, BTI.
Upon the advice and consent of the Town Justices, the Town Board also appointed Therà Levi as part-time court clerk to Justice Venetz, and Amber LaFountain as part-time court clerk to Justice Graham.
The mileage reimbursement was established at $.45 cents per mile, subject to change at the discretion of the Town Board.
Subject to the 2016 renewal of an existing reciprocal agreement with the Town of Inlet, Chief Andrew Kalil of the Town of Inlet and all police officers from the Town of Inlet are appointed as police officers for the Town of Webb.
An employee wage schedule for 2016 was adopted as follows.
Ski Area Attendant: $12.43 to $14.20 per hour.
Trail Groomer: $12.43 to $14.62 per hour.
Laborer: Minimum wage to $14.62 per hour.
Office Help (Clerks): Minimum wage to $15.36 per hour.
CSEA Wage Schedule: As per CSEA Union contract.
Police Officers: As per PBA Union contract.
The New York State minimum wage was raised to $9.00 per hour, effective December 31, 2015.
The hourly rate paid to a Town of Webb employee, up to the upper end, is at the discretion of the department head, subject to Town Board approval.
All rates of pay (hourly and salary) have been established for 2016 and will remain fixed for the year.
The Town of Webb reviewed and adopted a procurement policy for 2016. Copies of the policy are available from the Town Clerk.
All departments and special districts are limited to $1,000 in purchasing goods and services without Town Board approval.
Exceptions for emergency spending in excess of $1,000 may be authorized by the Town Supervisor.
Apparel bearing reference to the Town of Webb or associated enterprises, for distribution to town employees, cannot be purchased without Town Board approval. The only exception to this policy is the purchase of police uniforms.
Legal holidays for Webb employees in 2016 are:
New Year’s Day, Presidents Day (PBA only), Memorial Day, Fourth of July, Labor Day, Columbus Day, Day after Thanksgiving (All except PBA), Christmas Eve (PBA only), and Christmas Day.
Vacation and sick leave eligibility for full-time employees is as follows:
• First year: Following six months of employment, five days of vacation and six days of sick leave.
• Second through Seventh year: 10 days of vacation and 12 days of sick leave.
• Eighth through Fourteenth year: 15 days of vacation and 12 days of sick leave.
• Beginning the Fifteenth year: 20 days of vacation and 12 days of sick leave.
The above vacation/sick leave schedule excludes employees who are part of a collective bargaining unit.
Hospitalization / Health Insurance requirements were adopted. All permanent full-time employees and elected officials are eligible for coverage under the Town of Webb policy, following a one-month waiting period.
Employees are subject to the co-pay resolutions adopted by the Town Board.
All eligible salaried employees and elected officials will pay 10 percent of the cost of the hospitalization coverage provided.
Councilwoman Barbara Green requested discussion on the contribution requirement of elected part-time officials. She questioned whether the insured’s contribution should be made higher than 10 percent.
Councilwoman Kate Russell said the Town had already budgeted based on 10 percent for 2016. The proper time for such a discussion, therefore, would be when deciding the next budget (2017). This will be next Sep-tember and October generally.
Supervisor Robert Moore and Councilman Mike Ross agreed.
All eligible hourly employees will pay 9 percent of the cost of hospitalization coverage provided.
The employee contribution requirements for PBA and CSEA members are subject to their individual collective bargaining agreements.
Historian: Peg Masters was appointed Historian for the Town of Webb.
Discounted Bills: The Supervisor was authorized to pay bills not yet approved by the Town Board if they have a discount.
The Supervisor can also pay personal reimbursable expenses and any deemed essential to pay, including but not limited to National Grid, Frontier Communications and fuel suppliers.
These paid claims shall be provided to the Board for audit at the scheduled Audit of Claims.
Expense Bills: All authorized reimbursable expense bills for Town Officials or employees shall be presented to the Supervisor within thirty (30) days of the date they were incurred.
Failure to submit within the thirty (30) day limit shall subject said claims to full Board approval.
PLANNING BOARD AND ZBA MEETING NIGHTS: Regular meetings of the Planning Board will be held on the first and third Tuesday of every month at 7 p.m.
The Zoning Board of Appeals will hold its regular meetings on the fourth Tuesday of every month at 7 p.m.
Planning Board members can be absent no more than five meetings per year.
Zoning Board of Appeals members can be absent no more than three days per years.
Absences greater than these shall be considered excessive and may subject the board member to removal from the board.
ZONING BOARD OF APPEALS: that Scott Liddle, be re appointed as a Member to the Town of Webb Zoning Board of Appeals, for a term expiring on 12/31/2020.
PLANNING BOARD: that Donna Dutton, be appointed as a member of the Town of Webb Planning Board, for a term expiring on 12/31/2022.
MUNICIPAL ASSOCIATION DUES: that the Town of Webb will pay membership dues for 2016 for the Association of Towns and the Adirondack Association of Towns and Villages. ($ 1200.00 and
$ 600.00 respectively)
TOWN ATTORNEY RETAINER: that the Town of Webb enters into a retainer agreement with Frye and Carbone to provide necessary legal services for the Town during the ensuing fiscal year.
SUPERVISORS COMMITTEES: appointed as follows,
McCauley Mountain – Councilwoman Russell and Councilwoman Green
Publicity – Councilman Ross and Councilwoman Green
Department of Public Works / WWTP – Councilwoman Russell and Councilman Berkstresser
Parks and Recreation – Councilwoman Russell and Councilman Berkstresser
Highway – Councilman Ross and Councilwoman Russell
Snowmobile Trails – Councilman Ross and Councilman Berkstresser
Assessing / Zoning / Code Enforcement – Councilman Ross and Councilwoman Green
Justice Court – Councilwoman Green and Councilman Berkstresser
These committee appointments are intended to facilitate communication between the departments identified and the town board.
FIRE INSPECTOR: that Code Enforcement Officer Andrew Getty and Assistant Code Enforcement Officer Steve Baker are appointed Fire Inspectors for the Town of Webb.
Charles Bogardus, Fire Chief of the Old Forge Fire Dept., is appointed as Deputy Fire Inspector.
POLICE COMMISSIONER: The Town Supervisor will serve as Town of Webb Police Commissioner.
REGISTRAR OF VITAL STATISTICS: Nanci T. Russell will serve as the Registrar of Vital Statistics.
PUBLIC ACCESS OFFICER: Nanci T. Russell will serve as the Town of Webb Public Access Officer.
DEPUTY SUPERVISOR: Supervisor Robert Moore appointed Roger Pratt as Deputy Town Supervisor.
SUPERVISOR’S ASSISTANT: Supervisor Moore appointed Ann Croneiser as his confidential assistant and bookkeeper.
DEPUTY TOWN CLERK: Town Clerk Nanci T. Russell appointed MaryAnn Lum-Nelson as Deputy Town Clerk.
